1927-1931
During this time not much has developed in public housing or urban renewal, but it was during this time that the wheels started turning in the minds of those who would be instrumental in the next chapter of Atlanta.
1929
City of Atlanta zoning ordinance made it illegal “for any individual to move into a building on a street in which the majority of the residences are occupied by those with whom said person is forbidden to intermarry” (the Black citizens who made up 1/3 of the city’s population were only permitted to live on ~10% of city’s residentially zoned land)
1930
Charles Palmer, a Native of California and new arrival to Atlanta where he was continuing his real estate empire, begins considering how to remedy the slums in downtown Atlanta. He was specifically interested in the area known as Techwood flats because he drove by that area on his commute into his downtown office and was disgusted by the poverty he saw.
